Re cheese buns. Could they be frozen pre bake. Then removed from freezer let rise and bake?

I haven’t tried to freeze, then bake them but generally, yes. Fill and roll them up. Wrap them up in an airtight manner and freeze for 1-2 weeks. Anymore than that will have an effect on the rise. Let them thaw for 4-5 hours before baking as directed.
